I. Introduction to the WIA Section 188 Disability
Checklist
On July 25, 2003, the U.S. Department of Labor (DOL) issued a compliance assistance Section 188 Disability Policy Checklist designed to ensure equal opportunity/nondiscrimination for persons with disabilities under Section 188 of the Workforce Investment Act (WIA).
According to Elaine L. Chao, secretary of DOL, “The checklist is designed to ensure meaningful participation of people with disabilities in programs and activities operated . . .” by One-Stop Career Centers receiving federal financial assistance under WIA.
The checklist identifies the basic disability-related requirements imposed by Section 188, including references to key sections in the regulations. The electronic version of the checklist includes hotlinks that connect directly with the text of the regulations. It also includes examples of policies, procedures and other steps that WIA recipients may follow to ensure equal access (including programmatic and physical access).

Please join the Southwest ADA Center for a Web cast about the newly issued U.S. DOL WIA Section 188 Disability Checklist. Bobby Silverstein, author of the checklist, will present this Web cast on Monday, September 15, 2003, 2:00-3:30pm Central time.
The Presenter: Robert “Bobby” Silverstein, J.D. is director of the Center for the Study and Advancement of Disability Policy (CSADP). Mr. Silverstein has over 25 years experience providing policy analysis and research for, and technical assistance to, policymakers and negotiating and drafting public policy at the federal, state, and local levels.
This Web cast will provide participants with an understanding of this new compliance tool issued by the U.S. Department of Labor. It will enable participants to use the Section 188 Disability Checklist to increase access to programs, projects, and activities provided by One-Stops. Additionally, participants should be able to (1) use the goals of disability policy set out in the ADA to ensure that One-Stop career centers are universally accessible, and (2) increase their understanding of the relationship between One-Stops and vocational rehabilitation.
